The Chèque-Service Accueil (CSA) reform promises substantial financial relief for families. But how much can you actually expect to save? Here's what you need to know.
The key change: the State covers two thirds of costs
This is the major shift. Until now, the share of childcare costs borne by parents could be significant, especially for middle-income households and those using non-contracted providers.
Under the reform, the State will cover two thirds of costs. Depending on your situation, this could mean several thousand euros per year.
A concrete example from the Ministry
The Ministry of National Education provided this example:
A household earning 2 to 2.5 times the minimum social wage, with a 2-year-old child attending a non-contracted childcare service, could save up to €5,064 per year.
That's over €420 per month off your childcare bill.
Total savings: €79 million per year
At the national level, total savings for households across all children will amount to €79 million per year.
What's changing in billing
Beyond the increased State contribution, the reform simplifies and clarifies billing:
Before:
- Billing based on hourly packages
- Additional charges allowed by providers
- Variable rates depending on the provider
After:
- Billing for actual hours used only
- No additional charges permitted
- Uniform pricing across all childcare services
In practice, you'll only pay for what you actually use.
A fee scale adapted for lower incomes
The CSA fee scale will also be adjusted to:
- Further reduce child poverty
- Provide targeted financial relief based on household income
Families with lower incomes will therefore benefit from enhanced support.
How to estimate your savings
Your savings will depend on several factors:
- Your income level
- Your child's age
- The number of childcare hours
- The type of facility (crèche, maison relais, childminder)
- Your current situation (contracted or non-contracted provider)
Families currently using non-contracted providers or paying additional charges will see the greatest benefits.
When these savings take effect
The new billing rules and increased State contribution will come into force from 2027.
